This is a DC motor whose shaft is coupled mechanically to a brake drum. A belt running over the brake drum applies the required torque to the shaft, loading it with a finite torque. Two calibrated spring balances are connected to either side of the belt running over the brake drum, providing a method to load the motor shaft, and the loading value can be calculated from the spring-balance readings.
